CARROLL COUNTY SOCCER ASSOCIATION RULES AND REGULATIONS

 

1-      AGE BRACKETS: (age set as September 1st)

1- Age 4 & 5 (Age 4 may play if one parent is present at all practices and games).

2- Age 6 & 7

3- Age 8, 9, 10

4- Age 11, 12, 13

5- Age 14, 15, 16, 17, and 18

*Any Player may play up an age bracket up if parents and coaches agree and it is approved by one of the association’s coordinators. Proper section on association’s player application form must be filled out.

**Spring only-Age 11, 12, 13, and 14. NO JV or VARSITY CCHS SOCCER PLAYERS MAY ALSO PLAY CCSA SPRING SOCCER.

 

2-      Coaches:

1-         Only Coaches on team rosters are allowed on sidelines.

2-         Each team will be limited to the following coaches on the sidelines/field:

1-       4 & 5 and 6 & 7 have 3 coaches (2 on sideline, 1 at bench area).

2-       All other age brackets have 3 coaches. *No Coach at

Goals* Coaches should stay on the same side as the team.

3-       Only head coaches can converse with referees over any call during

the game.

4-       No smoking by coaches on sidelines during any games.

5-       Coaches who in the opinion of the game officials are using inappropriate actions or an “abusive negative tone” with his players shall be subject to the following:

1-         Warning by official

2-         Confined to bench by official for the remainder of the game.

3-         Ejection from game and playing field.

4-         Further action by the Governing Board.

 

3-      Any spectators and players agree not to use obscene language or make

derogatory remarks toward officials, coaches, or players during or after games or practices. Spectators and players may be removed from the field with whatever means necessary and may also be restricted from all the games for the rest of the season.

 

4- Games:

1-         Time Limits:

1-         4 & 5 – 4 quarters, 7 minutes each

2-         6 & 7 – 4 quarters, 8 minutes each

3-         8, 9, 10 - - - - - 4 quarters, 10 minutes each

4-         11, 12, 13 - - - 2 halves, 25 minutes each

5-         14 to 18 - - - 2 halves, 40 minute each, in case of a tie: two 3-minute halves overtime for each team.

2-         There will be a three minute break between the 1st and 2nd and the 3rd and 4th

quarter each game.

3-         There will be a five minute break between halves and the 2nd and 3rd quarters

of each game.

4-         There can be a 10-minute break between each game if needed.

5-         For ages 8 and up, the minimum number of players to play a regulation game is 7. If teams have 11 or fewer players and both coaches agree before the game they may play at least 7 and keep some players in reserve. Officials must be notified before the start of the game.

6-         For ages 8 and up, there will be a ten-minute “Grace Period” allowed each game if either team doesn’t have 7 (minimum) players.

7-         Any team not having the minimum number of players after the 10 minute “Grace Period” will forfeit the game. If neither team has the minimum number of players after the “Grace Period” it will be a double forfeit.

8-         To ensure our players have the opportunity to play each game both teams should play a game even if there is a forfeit involved. The game will not count as a win or loss for either team. (Teams may use same age players from other teams for balancing number of players for forfeited game.)

9-         Sportsmanship rule – When either team obtains a 4-goal lead the coach will adjust their player personnel to assure there is not an overload of scoring of one team. (The team that has a four-goal lead shall place the “Key” players in different positions or take them out of the game.)

10-     Coaches will maintain the spirit of the “Sportsmanship Rule”.

11-     Games canceled due to weather will be rescheduled. All other games should be played as scheduled on the master schedule. Any coach that needs to change a scheduled game for any reason other than weather must give both coordinators 7 days notice.

12-     Tennis shoes may be worn but only soccer style shoes may be allowed. (No football or baseball shoes) Soccer shoes have no cleat on toe of shoe.

13-     Ages 6 & 7 teams will be allowed a second chance on each throw-in through out the playing season.

14-     If a team has less than 11 players the coach may pick up players in the next younger age group whose parents have given permission for them to play up and the team will not forfeit the game.

4- Field of Play:

1-         All age 8 and up games will be played on regulation field.

2-         Team benches will be located on the same side of the playing field.

3-         Only game players, assigned coaches, association officials, coaches, and coordinators may be on the sidelines.

4-         League coaches and officials will assist with rule 3 to assure compliance.
